Launching of e-District Services in South West Khasi Hills District


Monday, 15th May, 2017, Mawkyrwat: eDistrict is one of the 31 Mission Mode Projects (MMP) under the National eGovernance Plan (NeGP). Department of Electronics & Information Technology (DeitY), Government of India (GoI) is the nodal Department for e-District, which is implemented by State Governments through their designated agencies. The MMP aims at electronic delivery of identified high volume citizen centric services, at district and sub-district level, which are not part of any other MMP.

The district administration of South West Khasi Hills District, Meghalaya under the able leadership of Smt. Ripnar Lyngdoh, IAS, Deputy Commissioners, South West Khasi Hills District and in collaboration with State IT Department of Meghalaya and National Informatics Center, Meghalaya launched the e-District Services in South West Khasi Hills District today. Initially 5 citizen centric services are launched, which are as follows:

  1. Residential Certificate
  2. Permanent Residential Certificate for Higher Education and Training Only
  3. Scheduled Tribe/Scheduled Caste Certificate
  4. Income Certificate
  5. Certificate for recruitment into Armed/Paramilitary Forces

Citizens can apply for the services by 3 (three) different modes:

  1. Online mode by registering in www.serviceonline.gov.in portal and applying online
  2. Applying through the public facilitation center (PFC) in Deputy Commissioner’s office, South West Khasi Hills District
  3. Or via the nearest Community Service Center in their locality by paying a minimal amount of service fee

For faster delivery of the services a PFC (Public Facilitation Center) is opened in the Deputy Commissioner’s Office Complex which is open on all workdays. The PFC was inaugurated by Smt. Ripnar Lyngdoh, Deputy Commissioner, South West Khasi Hills District in the presence of Shri Woldis Biam, ADC, South West Khasi Hills District; Shri. S. Diengdoh, ADC, South Khasi Hills District; Smt. D. Kharshing, EAC, South West Khasi Hills District; Shri. Rajib Bhattacharjee, DIO, NIC Mawkyrwat, South West Khasi Hills District; Shri Batskhem War, e-District Manager, South West Khasi Hills District, DC’s office staff and public.

A pre verified Scheduled Tribe Certificate application was received by the Deputy Commissioner from an applicant and was issued and delivered to the applicant on the same day.

In her inaugural speech Smt. Ripnar Lyngdoh, IAS, Deputy Commissioner, South West Khasi Hills District informed that she is positive that the new services launched and the computerization of the service delivery process will greatly help the general public and reduce the time taken in the process of service delivery and will increase system transparency; which in turn will boost the confidence of public towards government. She added that under the Government of India’s Digital India Initiative, the advancement of technology and its tools must be harvested and utilised for the benefit of the masses and the citizens also must be a part of this change regardless of their age and competencies. She also appealed to all to bear with inconsistencies which are always common for any new project and should work together to make the initiative a great success.

The program ended with vote of thanks from Shri W. Biam, ADC followed by light refreshments.

Change of Deputy Commissioner's Official Email Address


No.SWK/Dev.6/2016/68: It is hereby notified to all concerned that the Deputy Commissioner, South West Khasi Hills District Official mail ID is changed to dc[dash]swkh[dash]meg[at]gov[dot]in from the yahoo mail ID mkwt[underscore]swkh[at]yahoo[dot]in (old). All official communication will be done strictly through the new email address w.e.f 5th April, 2017. Mails received through the old email will not be considered official after 1 month from the date of the notification. All departments are requested to change DCs letter head email address immediately for all new communication.

The office of the undersigned also highly discourages the use of all third party email IDs (like gmail, yahoomail, Hotmail etc.) and request all offices to change their official email IDs to government email domain. Government email ids can be obtained by applying through NIC District Unit, Mawkyrwat, South West Khasi Hills District.

This notification is published in accordance with Government of India email policy and for the safety and security of Government Information. All concerned are requested to adhere to the same with immediate effect.
